Victor A. Rojas
Senior Manager, Financial Policy
As the Senior Manager, Financial Policy, Victor works to remove financial market barriers that prevent financing of energy efficiency in residential, commercial and institutional markets. He designs and deploys private market finance mechanisms and public policies to engage and accelerate private capital flows into energy efficiency and renewable energy initiatives. Victor’s areas of focus include on-bill repayment, Property Assessed Clean Energy (PACE), green banks and green/climate bonds.
Vic most recently served as Deputy Commissioner with the City of Chicago Department of Environment, where he implemented replicable private market financing and development constructs that accelerated institutional capital flows into energy efficiency, renewable energy and climate change/adaptation initiatives.
Vic has extensive experience in energy finance in various capacities. Prior to the City of Chicago, he served as the Managing Director of TreeVestors, a forest carbon fund investing in and developing REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) to address deforestation projects in Latin America. He was also the Senior Vice President with Sindicatum Carbon Capital, a global clean development mechanism technology investor and project developer, as well as a Principal with Medley Capital, a global hedge fund transacting structured debt financings within the sustainable environmental technologies sector. Vic also served as the Principal Deputy Assistant Secretary for Legislative Affairs and Public Liaison at the United States Department of the Treasury.
