Toby leads a team of talented and passionate lobbyists for EDF and EDF Action that advocates for sound energy and environmental policies in front of Congress, the Administration and federal agencies. His team works hard to bridge the partisan divide on issues that will have significant and long-lasting impacts and push federal decision makers to realize the choice between a clean future and a robust economy are not mutually exclusive.

Background

Toby has more than 20 years or regulatory and legislative policy experience in the private and public sectors. Prior to joining EDF, he worked for Duke Energy, two U.S. Senators and the Governor of Louisiana. Originally from South Carolina, Toby now resides in Virginia with his wife and two sons.

Education

He received his undergraduate degree in Political Science and History from Newberry College and his law degree from George Mason School of Law.
