California Director, Clean Energy

Gavin first came to EDF as the policy director for the Clean Energy team's Idea Bank, an internal think tank, analytics team and research, analytical, and strategic planning hub. He has since taken over as Director of California Clean Energy. Leading our Clean Energy work in California, Gavin oversees EDF's various regulatory engagements, partnerships, research, and analysis to help make California's energy sector cleaner, more efficient, and modern. Specifically, Gavin works closely with the California Public Utility Commission, various California State and local level leaders including senators and assembly members, electric utilities, other environmental and community organizations, as well as private sector companies. With these organizations, Gavin, along with the California Clean Energy team at large, works to promote solutions like innovative energy pricing, fully valuing clean energy resources, clean energy technologies, and state policy to address California's energy needs in a way that is good for the environment, the economy, and communities across the Golden State.
Gavin comes to EDF after serving as the Program Officer for Climate at the ClimateWorks Foundation. He also previously worked in the U.K. Department of Energy and Climate Change as the head of policy for energy efficiency and households. Prior to that, he prepared advisory reports on nuclear, tidal, wind, and coal power for the U.K. government; advice on energy efficiency; and an in depth review of the regulatory regime for the U.K.'s electricity and gas markets as part of the Sustainable Development Commission.
