Description
As a member of EDF’s Legal & Regulatory team, Ryland Shengzhi Li advocates for clean transportation policies in the US, with a focus on Federal and California motor vehicle emission standards. Ryland also leads the Legal & Regulatory Artificial Intelligence (AI) team, working to ensure the responsible and effective use of AI technologies at EDF.
Background
Ryland joined EDF in 2025 after nearly a decade of service in the Federal government. Previously, he served as Practice Group Leader for Mobile Sources and Fuels in the US EPA’s Office of General Counsel, where he led the legal team responsible for EPA’s regulations of the transportation sector. Earlier in his EPA career, Ryland was the managing attorney for the Clean Air Act’s regional haze program, as well as a lead attorney for Renewable Fuel Standards program. Ryland was formerly the co-chair of the steering committee for the D.C. Bar’s Environment, Energy, and Natural Resources (EENR) Community, where oversaw the planning of professional events for the D.C. Bar and co-founded a mentorship program for law students interested in EENR practice. Ryland clerked for Chief Judge Jeffrey Howard of the U.S. Court of Appeals for the First Circuit. He received his B.A. summa cum laude from Dartmouth College, and his J.D. cum laude from the Harvard Law School, where he was also an editor on the Harvard Environmental Law Review and the Harvard Journal on Legislation. Ryland is a Senior Fellow at the Environmental Leadership Program and a former Fellow of the Clean Energy Leadership Institute.
