This week’s decision by the Massachusetts Department of Public Utilities (DPU) marks a major step forward for energy affordability and equity. By requiring all major electric and gas utilities to adopt a statewide, tiered discount for low-income customers, the DPU affirms a simple truth: no family should have to choose between keeping the lights on and meeting basic needs. This new DPU order ties utility discounts to household income and sets clear energy-burden targets for each tier – so bills will reflect a defined share of income, not a flat, one-size-fits-all discount.
