House-Passed Farm Bill Falls Short

(WASHINGTON) – Today the U.S. House of Representatives passed H.R. 7567, The Farm, Food, and National Security Act of 2026, better known as the Farm Bill. The proposal would authorize farm support, conservation, trade, research, forestry and crop insurance programs at the U.S. Department of Agriculture through 2031. The proposal cuts approximately $1 billion from the Environmental Quality Incentives Program, among other shortfalls.

“Unfortunately, this farm bill fails to meet the moment as farmers are struggling with tighter margins, higher input costs and increased risk from weather-related disasters,” said Environmental Defense Fund Vice President for Political and Government Affairs Joanna Slaney. ”Cuts to popular USDA conservation programs, failing to address staffing shortages at USDA and a lack of investment in critical agricultural research programs will leave farmers with fewer tools to build resilience on their operations, improve environmental outcomes and support long-term productivity and profitability. We look forward to working with the Senate to improve this bill and reach a bipartisan farm bill that works for farmers and the environment.

“We also are deeply disappointed about the last-minute loophole for air pollution from farm equipment. This will lead to more dangerous pollution and health harms for rural communities by undermining the clean air protections that have long provided real benefits for people’s health and livelihoods.”

The farm bill now heads to the U.S. Senate for consideration.
