Description
As Director and Lead Counsel, U.S. Clean Energy, Ted represents EDF in regulatory proceedings related to wholesale electric and gas markets and regulation of electric and gas utilities. Before the Federal Energy Regulatory Commission, he advocates for the development and implementation of market designs and rules that encourage the development and use of clean and distributed energy resources to meet system needs, as well as natural gas policies that appropriately account for environmental impacts. Before state public utility commissions, he advocates for regulatory policies and ratemaking practices that reduce methane emissions and prevent overinvestment in new or expanded gas infrastructure.
Background
Prior to joining EDF, Ted worked at the New York State Department of Public Service, the staff arm of the New York State Public Service Commission, in the Office of General Counsel. He focused on integration of clean and distributed energy technologies into the electric and gas systems, reform and evolution of utility ratemaking and regulatory practices, support of community energy programs, and representing state interests in federal gas rate proceedings.
