Zhuli Hess is the director of global strategy for EDF's China Program. Her expertise is in strategic planning and execution for international environmental programs, international operations and communications, and policy analysis on China’s environmental governance — specifically on the country’s market-based mechanism application to tackle climate change challenges, China’s National Emissions Trading Scheme (ETS). Her main responsibilities include day-to-day programmatic and operational engagement, fundraising, project management, and communication between EDF's China and other offices globally.


Prior to EDF, Zhuli was with China Beijing Environmental Exchange to support China’s pilot ETS design and implementation, and represented Verified Carbon Standard (VERRA) to promote a sustainable financing mechanism for Agricultural, Forestry and Other Land Use (AFOLU) projects worldwide. Since moving to the United States, Zhuli joined the Carbon Disclosure Project (CDP) and focused on its sustainable supply chain program, promoting best practices for multinational corporations in North America. Zhuli has also consulted for the Wildlife Conservation Society and the Asia Society Policy Institute for projects in Asia and Africa, respectively. Zhuli earned her Master’s degree from the Fletcher School, Tufts University.
