PROGRAM OVERVIEW

 

EDF’s Oceans Program works to make sustainable fishing the norm through its programs in the U.S., Latin America and Asia Pacific. In our lifetimes, we seek to create thriving, resilient oceans that provide more fish in the water, more food on the plate and more prosperous fishing communities, even with climate change. The Oceans team designs and develops innovative fishery management tools and strategies that reverse overfishing and restore our oceans to abundance. Our staff of scientists, economists, finance specialists and fishery management experts is dedicated to providing data-driven and incentive-based solutions. From developing innovative data collection programs to designing flexible management plans, we work with conservation groups, fishers and governments around the world that seek new approaches to fishery management through which oceans - and the communities they support - can thrive. 

 

OVERALL FUNCTION

 

Under the direction of the Senior Director, Oceans Policy, the Senior Manager, Seafood Policy will work with EDF scientists and economists, wild-capture fishing allies, other environmental groups, and other outside experts to develop and guide efforts to implement sustainable U.S. aquaculture policy. Aquaculture, which now produces more than half of the fish people consume worldwide, is poised to be an important part of a sustainable fisheries future, and the United States can play a critical role in ensuring the right policies govern its expansion.

 

KEY RESPONSIBILITIES

  • Providing sophisticated and well-informed policy development and analysis related to aquaculture
  • Developing and implementing appropriate strategies to work with Congress, the administration, and other policy makers in support of sustainable aquaculture policies and standards that can make the United States a leader in the field.  Strategy development will include:
    • Assessing the top challenges to sustainable aquaculture in the United States and developing policy solutions to address them in coordination with other stakeholders including but not limited to fishing industry participants (including restaurants and chefs), other environmental groups, and aquaculture proponents;
    • Developing and maintaining productive relationships with key congressional and administrative staff;
    • Determining the scope of and overseeing the work of outside consultants; and
    • Working closely with other EDF staff to develop and implement a communication strategy
  • Developing appropriate written products including comment letters, one-pagers and talking points on key issues.
  • Building and participating in coalitions and collaborations with diverse partners including organizing congressional fly-ins and other outreach in      conjunction with key allies.
  • Representing EDF at important internal and external events.

 

QUALIFICATIONS

  • Minimum of eight years’ experience working to effect change in policy issues or regulatory processes, including demonstrated success in synthesizing scientific, economic, and political aspects of a public policy issue and devising and implementing effective strategies reflecting those factors.
  • Graduate degree in science, policy, economics or law in areas related to the environment preferred.
  • Experience with legislative and regulatory structures, including solid understanding of political dynamics and how to appeal to policy makers.
  • Experience designing and overseeing campaign-style advocacy strongly preferred.
  • Strong written and verbal skills, analytic capabilities and ability to manage a diverse workload in a rapidly evolving environment, including coordinating staff and contractors pursuing a variety of outreach strategies.
  • Strong understanding of policymaking, structure and political processes and experience communicating sophisticated policy topics in print and to diverse audiences.
  • Existing strong relationships with groups including: relevant committee and personal office Hill staff; political and career staff at the National Oceanic and Atmospheric Administration; commercial and recreational fishing groups; members of the fishing supply chain; environmental advocacy groups; and environmental justice groups.
  • Results-oriented, self-starter with the ability to think strategically and work on fast-paced, dynamic issues. Ability to recognize and build on political opportunities.
  • Ability to work both independently and as a leader or member of teams in a dynamic and creative environment with colleagues and partners of varied background and experience.
  • Able to prioritize and be flexible.
