EDF has been exploring unique and innovative ways to collect, assess, and disseminate air quality information using new and, often, still developing technologies. The project is multifaceted and spans across several EDF programs including science, policy, and health. The facet of this expansive project that the Manager will oversee explores innovative data collection and analysis using mobile data collection and low cost stationary monitors in a handful of cities around the US, primarily Houston 

Overall Function

The Manager will oversee development and implementation of key aspects of this project, develop partnerships, foster collaboration among NGO’s, agencies, and partners, with the overall goal of leading teams to collect, analyze and interpret, and ultimately disseminate scientifically robust air quality information. Under the leadership of the Associate Chief Scientist,  this position uses experience and knowledge to independently guide and manage air quality data collection and policy projects in a variety of domestic locations, primarily Houston.

 
Key Responsibilities

  • Identify and develop relationships with key stakeholders in regulatory, academic, and non-profit sectors including community groups with the goal of fostering relationships, gathering information, developing project ideas, recruiting partners, and generally forwarding the overall strategic vision of the project through partnerships and collaboration.
  • Manage relationships with technical vendors, academic partners and local community partners.
  • Coordinate the project team responsible for the operation of two vehicles outfitted with a suite of air pollution measurement equipment. Depending on experience, responsibilities may include routine maintenance or calibration with technical assistance.
  • Support project goals by overseeing budgets for project work, developing workplans to meet objectives established by management, and negotiating project agreements and scopes of work.
  • Manage projects with interdisciplinary teams. Serve as EDF representative and technical expert in external settings such as conferences, workshops, and partnerships.
  • Lead and communicate various project goals and results to EDF staff, companies, policymakers, environmental groups, the media and the public through reports, interviews, presentations, and other methods.
  • Independently troubleshoot problems where precedents are not always available.
  • Communicate project results to internal and external audiences. 

Qualifications

  • Ability to communicate complex and technical subject matter both in writing and orally.
  • Expected to present professional material to small or large groups orally and in formal presentations.
  • A high level of strategic thinking is required, in order to synthesize complex information to identify and deploy action plans.
  • Possess a high degree of diplomacy to influence and manage key stakeholders and teams.
  • Demonstrated ability to independently recommend and determine approaches to completing projects and managing processes where precedents are not always available;
  • Ability to effectively communicate scientific/economic information in an advocacy setting both to internal and external audiences.
  • Ability to lead and collaborate with colleagues and partners of varied backgrounds and experience.
  • Willingness to travel.
  • At least six years program or related experience, or advanced degree with at least 4 years of direct experience. Experience or education related to air quality management, air pollution science, or environmental health a plus.
  • Strong analytical skills and experience performing rigorous analysis in support of highly visible work.
  • Experience in project management and exceptional personal organization and attention to detail required.
  • Independent judgment required to plan, prioritize, and organize a diverse workload.
  • Experience balancing the needs of multiple diverse stakeholders including regulators and community organizations.
  • Strong ability to work on multiple projects concurrently, both independently and as a member of multi-disciplinary teams in a dynamic, fast-paced and creative environment.


This is a 2 year position with the possibility of extension
