OVERALL FUNCTION

 

The Oceans Program works to find constructive solutions to the most critical problems threatening the world’s marine environments. At the national, regional, and international levels, our team of scientists, attorneys and economists are working with fishermen to establish fair and sensible limits on their catch that will allow fisheries to recover. EDF’s Oceans Program works to improve the health of the oceans via innovative and durable solutions to today’s toughest fishery management challenges. Our Oceans Program has focused on fisheries in the waters of the United States, Mexico and the Caribbean and Europe and is now implementing its strategy to influence fisheries reform globally to ensure more fish in the water, more food on the plate, and more prosperous communities.

Under the direction of the Chief Counsel, Oceans, the Policy Manager will be responsible for helping create and implement advocacy strategies to leverage U.S. and international policy to help the Oceans program reach ambitious sustainable fisheries goals.

KEY RESPONSIBILITIES

  • Providing sophisticated and well-informed policy development and analysis related to the Oceans program’s top political and policy challenges, including defending the key conservation tenets of the Magnuson-Stevens Act, climate change impacts on fisheries, and sustainable management of fisheries domestically and internationally. 
  • In conjunction with EDF staff from multiple geographies, developing and implementing appropriate strategies to work with the administration, multi-lateral institutions, and other policy makers in support of international initiatives with a U.S. policy component. Strategy development will include
    • Mapping pathways for improving regulation and industry performance for each of EDF’s core marine conservation goals, as well as solutions for existing and new obstacles to achieving those goals and
    • Communications, including paid, earned, and social media
  • Oversee the development and maintenance of relationships with policymakers, including on Capitol Hill andin the administration, and with multi-lateral institutions, fishing industry groups, other ENGOs, and other stakeholders in support of sustainable fisheries management in the United States and around the world.
  • Developing appropriate written products including comment letters, one-pagers and talking points on key issues.
  • Building and participating in coalitions and collaborations with diverse partners including organizing congressional fly-ins and other outreach in conjunction with key allies.
  • Representing EDF at important internal and external events.
  • Manage broadly defined policy projects, bringing together people and resources from multiple disciplines, both inside and outside of EDF, to advance EDF’s legislative objectives.

QUALIFICATIONS

  • Minimum of six years’ experience working to affect change in policy issues or regulatory processes, including a demonstrated history of success in achieving environmental policy reforms through negotiations with industry, regulators, elected officials and other stakeholders.
  • Graduate degree, or equivalent work experience, in science, policy, economics or law in areas related to the environment and/or energy.
  • Experience with legislative and regulatory structures, and solid understanding of the political dynamics surrounding a broad range of marine conservation issues and the wider political context in which they operate.
  • Demonstrated project management experience, including ability to: develop vision, mission and strategies; and plan/manage activities of project team.
  • Strong written and verbal skills, analytic capabilities and ability to manage a diverse workload in a rapidly evolving environment.
  • Strong understanding of marine conservation policymaking, structure and political processes.
  • Existing relationships with stakeholder groups including the following strongly preferred: relevant committee and personal office Hill staff; political and career staff at the National Oceanic and Atmospheric Administration, the State Department, and other relevant agencies; commercial and recreational fishing groups; sustainably-minded members of the fishing supply chain; environmental advocacy groups focusing on marine conservation; environmental justice groups; and staff at relevant multilateral institutions..
  • Results-oriented, self-starter with the ability to think strategically and work on fast-paced, dynamic issues. Ability to recognize and build on political opportunities for progress.
  • Ability to work both independently and as a leader or member of teams in a dynamic and creative environment with colleagues and partners of varied background and experience. Able to prioritize and be flexible.
  • Excellent written and oral communication skills.
