EDF has long been a leading voice on the design of U.S. climate policy and a champion of market-based solutions to environmental issues, including programs to reduce emissions of greenhouse gases and other air pollutants.


A goal of the EDF’s Global Methane strategy is to bend the curve on greenhouse gas emissions from oil and gas production and use by 2030, while meeting the world’s energy needs cleanly and equitably. We are achieving this through a defined set of objectives targeted at 1) reducing emissions from oil and gas production, delivery, and use, and 2) reducing demand for oil and gas in power generation, transportation, buildings, and industry. To achieve our goal, we seek reforms in law, regulation, and/or business practice through a set of strategic corporate partnerships, direct engagement with policymakers, and mobilizing investor and public sentiment in favor of change. In achieving our objectives, we facilitate cutting-edge science, technical innovation, and rigorous economic and financial analysis to develop durable solutions.


Our long-term vision is that effective government policies and industry practices will virtually eliminate methane emissions from the global oil and gas industry, thereby reducing total anthropogenic methane emissions by approximately one-third. Our goal of reducing oil and gas methane emissions 45% by 2025 represents a first, critical step toward achieving this vision.


EDF’s +Business and Energy Transition teams continue to be at the center of this policy analysis and development, incorporating economic, scientific, and legal expertise to secure effective and equitable policy change at the state, federal, and regional levels to curb climate pollution.


Overall Function

Under direction of EDF+Business’ Director, Energy Transition, the Manager will undertake advocacy activities with critical companies and investors in targeted states including Ohio, Pennsylvania, West Virginia, Texas, Oklahoma, Louisiana, Utah, Wyoming, Colorado, New Mexico, North Dakota, and California to secure adoption and implementation of federal and state programs to drive down emissions from the oil and gas industry. This position works collaboratively across relevant internal teams and cultivates external relationships with key stakeholders to move strategies forward and achieve results.


This role will be instrumental in implementing some of the most significant climate policy on the table in the U.S., setting a pathway for other countries to follow in regulating methane emissions from the energy industry, and working on the frontlines, winning the climate battle in tons of greenhouse gases while protecting local communities.



The Manager will work with the EDF+Business and U.S. Energy team to develop and implement strategies to secure ambitious state and federal rules to limit oil and gas climate pollution. Primary activities include: 

  • Identify near-term leverage points and opportunities with industry and investors for improving rules governing oil and gas development and reducing environmental and community impacts.
  • Map pathways and strategies for improving regulation and industry performance for mission policy goals and create and implement workplans around those strategies.
  • Lead engagement with oil and gas companies, asset managers, private equity and banks to mobilize broad support for adoption and implementation of rules to limit climate pollution from the oil and gas industry.
  • Collaborate with EDF staff, grant partners and consultants across multiple programs to catalyze external partnerships critical to the program’s success.
  • Speak on behalf of EDF in key external forums and establish a reputation as a go-to resource for industry, investors, policy makers and other stakeholders.
  • Develop a broad and deep network of relationships with policymakers, thought leaders, corporate partners, and other professionals connected to state and federal climate policy.
  • Author reports and develop associated communications content such as blogs, digital/social media, reporter memos, infographics, etc. on state and federal climate policy.
  • Work in collaboration with EDF’s national policy team, field directors in other regions, technical consultants and legal staff.
  • Participate in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.



The successful applicant will have the following minimum qualifications:

  • At least six years of relevant experience such as industry regulatory affairs, investor or public relations, advocacy, or environmental campaigns; advanced degree can substitute for up to 2 years’ experience.
  • Advanced degree in policy, economics, business or law in areas related to energy and climate preferred, or comparable substantive expertise. 
  • Demonstrated ability to navigate high-level engagements with industry representatives, investors, environmental NGOs, and other key stakeholders. 
  • Strong familiarity with the oil and gas policy landscape, familiarity with the interface between the private sector and policy makers is desirable.
  • Interest in and experience navigating intersecting issues, including where business and climate intersect with environmental justice, equity, and public health.
  • Keen strategic capacity, and ability to develop and refine as needed an optimized strategy given technical, policy, legal, and political considerations.  
  • Demonstrated ability to lead complex projects with numerous team members in a fast-paced working environment, and a high capacity for working collaboratively across multiple programs.
  • Clear, concise, and engaging verbal and written communicator.
  • Demonstrates self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds.
  • Ability to travel for work as needed (as appropriate given COVID).

We offer a strong total rewards package encompassing competitive salary, robust benefits, and professional development opportunities consistent with a modern global organization.

The pay range for this role is 82,000 - 91,000 USD which takes into account factors such as candidate experience, skills, training, internal team equity and local norms.
