Policy Director, Clean Energy
Areas of expertise: Environmental policy and regulation, energy efficiency
Gavin helps lead the EDF Clean Energy Program's Idea Bank, an internal think tank, analytics team and research, analytical, and strategic planning hub. As the Policy Director for the Idea Bank, Gavin is responsible for undertaking research into technology developments, market analysis, price trends, and policy developments. This will provide up-to-date material to state advocates to help them secure the adoption of new policies such as solar tariffs, demand response markets, and consumer feedback mechanisms. The Idea Bank, in addition to doing reactive work to support the state advocacy teams, also undertakes proactive work, such as analyzing successes in international renewable deployment to see if they can be instituted in the US.
Gavin comes to EDF after serving as the Program Officer for Climate at the ClimateWorks Foundation. He also previously worked in the U.K. Department of Energy and Climate Change as the head of policy for energy efficiency and households. Prior to that, he prepared advisory reports on nuclear, tidal, wind, and coal power for the U.K. government; advice on energy efficiency; and an in depth review of the regulatory regime for the U.K.'s electricity and gas markets as part of the Sustainable Development Commission.
