Marine Scientist (La Paz, MEXICO)

 

The Gulf of California Sustainable Fisheries Project:  This project presents a plan developed in consultation with Mexican and US partners to apply incentive-based fisheries management in a select number of fisheries in the Gulf of California, build a pipeline of candidate fisheries for cultivation and future action, develop the human and institutional resources required for implementation, strengthen the legal and regulatory environment that makes change possible, and explore new ways to finance the costs of transition to sustainability. The effort we propose is a consequence of a groundbreaking partnership WWF, EDF and NOS have cemented with CONAPESCA (Mexican Commission for Aquaculture & Fisheries Management) and INAPESCA (Mexican Institute for Fisheries) over the past year, and represents an opportunity for creating a template for introducing incentive-based fisheries management and similar tools in across Mexico and in other countries. 
 
Overall Function: The Scientist will be responsible for working with other project staff to create and implement strategies to achieve current program goals/objectives, as well as research and develop new initiatives to further enhance the project’s effectiveness. 
 
Key responsibilities include but not limited to:
  • Conduct scientific research and analysis as needed to support the project work in the Mexico. Research and analysis will involve review and evaluation of: stock assessments and management measures associated with fisheries reform efforts; essential fish habitat protection measures; environmental impact statements (EIS's); and any proposed rules or policies regarding the conservation of marine resources.
  • Work with other project staff to design market-based fishery management tools, such as limited access privilege programs, that are effective in preventing overfishing, rebuilding fish populations, and protecting fish habitat.
  • Work with EDF, WWF, INAPESCA, CONAPESCA, NOS and other NGO project staff to provide the scientific justification for protecting for habitat in the Gulf of California.
  • Present scientific data, and its potential management and/or policy implications, to a wide array of audiences, including government bodies, fishermen, academics, other stakeholder groups, and the general public.
  • Occasionally represent the project in formal and informal stakeholder groups, advisory panels, media, public meetings and negotiations. Provide oral and written testimony as needed.
  • Maintain frequent interaction with Mexican state, regional and federal fisheries management personnel.
 
Desired Qualifications: 
  • PhD is preferred, or Masters level with an equivalent level of applicable experience
  • Experience in marine and estuarine ecosystems
  • Ability to gather, analyze, synthesize and present data from diverse array of sources
  • A working understanding of statistics
  • Excellent writing skills
  • Some experience with stock assessments and/or other aspects of fisheries management
  • Familiarity with Mexican policy making and political processes, a plus
  • Ability to be a self-starter and effectively manage one’s time
  • Desire and ability to work individually as well as part of a focused team
  • Excellent internal/external communication skills
  • Fluency in Spanish is required
