Other Hybrid Incentive Programs
Environmental Defense is currently compiling information regarding a number of additional funding opportunities. Please see the descriptions below, and contact us for further updates.
Environmental Protection Agency National Clean Diesel Campaign
The Environmental Protection Agency (EPA) Clean Diesel Campaign focuses on reducing emissions from diesel engines. One of the ways the campaign works is to partner with the regions to develop incentive-based programs, the first of which was the West Coast Diesel Emissions Reductions Collaborative. Each year, in January or February, the regions are awarded money and open the request for proposal process on their websites. The amount of money varies each year, as well as the scope of the projects funded, so fleets should check in with these programs at the beginning of each year to determine specific funding opportunities. The following is a partial listing of the regional programs:
- West Coast Diesel Emissions Reductions Collaborative: EPA regions 9 & 10 (CA, WA, and OR)
For details, visit the group's web site or contact Lynn Kuo at (415) 972-3501. - Midwest Clean Diesel Initiative: EPA region 5 (MN, OH, IL, IN, MI, and WI)
For details, visit EPA's Clean Diesel pages or contact Julie Magee at (312) 886-6063. - Blue Skyways: EPA regions 6 & 7 (MN, IA, NE, MO, KS, AR, OK, LA, TX, and NM)
For details, visit the web site or contact Wes McQuiddy at (214) 665-6722.
Department of Energy Clean Cities Program
The Department of Energy has a clean cities program that allows member cities to apply for federal funding, which they can in turn pass along to the fleets. Find more information on this program at the DOE's Clean Cities site.
Clean Air Communities
Clean Air Communities, a program initiated by Northeast States Center for a Clean Air Future and Northeast States for Coordinated Air Use Management (NESCCAF/NESCAUM), offers money for programs that reduce diesel emissions in New York City. Diesel hybrid electric vehicles are good candidates for this money. Once they receive funding, a Request for Proposals (RFP) will be submitted online. There is no funding currently. More information is available online.
State-funded Demonstration Projects
A number of states offer money for demonstration projects, including Florida. Call the Department of Environmental Protection or the state Department of Energy (find state energy contacts). In California, fleets should call their local air quality management district.
City-funded Projects
Fleets that are interested in putting hybrid trucks in particular cities may wish to call the Mayor’s office, the Department of Environmental Protection, or the state Department of Energy to find out if there is any discretionary money that can be put toward these trucks, especially if those cities are in non-attainment zones.
